TOWN COUNCIL PROCLAIMS SATURDAY, MARCH 29, 2025 AS VIETNAM WAR VETERANS DAY
At the Special Council Meeting held on March 26, 2025, the Camp Verde Town Council approved a proclamation designating March 29, 2025 as Vietnam War Veterans Day in accordance with the Vietnam War Veterans Recognition Act of 2017.
This nationally recognized day honors the more than three million Americans who served in the Vietnam War, many of whom returned home without the recognition they deserved. It is an opportunity for our community to come together and express our sincere appreciation for their courage, sacrifice, and service.
The proclamation encourages all Americans to proudly display the American flag and take time to reflect on the bravery of our Vietnam veterans—particularly the 58,000+ who lost their lives, those who remain missing, and the many who were wounded.
Let us use this day to say, “Thank you and welcome home.”
ECONOMIC DEVELOPMENT
Retail Leakage Information

Tourism Working and Engagement Group (TWEG)
On Tuesday, March 25th, the Tourism Working and Engagement Group (TWEG) held its second meeting. TWEG’s role is to help inform the Town’s tourism strategy and then help implement it. During Tuesday’s meeting, members broke into groups to assess the readiness of key tourism areas for marketing and development. Next steps will be to review the draft strategy. The Town is still on target for its goal of having the tourism strategy in place by the beginning of the new fiscal year (July 1, 2025).
Yavapai County Economic Resource Alliance (YCERA)
YCERA held its annual meeting this week, bringing together regional partners focused on strengthening economic development across the county. Formed in 2020, YCERA was created to foster collaboration, share resources, and support coordinated responses to the needs of our business communities.
Members include economic development representatives from Camp Verde, Prescott, Prescott Valley, Chino Valley, and Cottonwood, along with local chambers, Yavapai College, Yavapai County, Senator Kelly’s office, APS, Verde Valley Regional Economic Organization, and other key organizations. This year’s meeting covered important topics such as workforce development, housing initiatives, federal funding updates, and new opportunities for regional collaboration.
Camp Verde Arena Association (CVAA) Meeting
This week, the Economic Development Team met with CVAA representatives Stacey Baker and Lisa Page. Economic Development Specialist Dave Meyers presented Placer.ai data showing that a few thousand visitors were in town for the monster truck event earlier this month. The discussion also covered ways to further promote the community, including posting events at no cost on www.visitcampverde.com.

Yavapai County Community Health Services (YCCHS) honored twelve Camp Verde businesses with Golden Plate Awards on March 19th during the Yavapai County Board of Supervisors meeting in Cottonwood. Fort Verde Parade Theme and Grand Marshall
As we prepare for the 69th Annual Fort Verde Days, we are seeking community input for the event’s theme and Grand Marshal. We’re looking for theme ideas that celebrate our heritage and bring people together. We also welcome nominations for Grand Marshal, an individual who has made a significant impact on Camp Verde. Patrol Squad A Completes Legal and Bias-Based Training
Patrol Squad A participated in a training session that included legal updates and bias-based policing instruction, led by our Legal Advisor. These essential trainings help ensure our officers are up-to-date with legal standards and best practices in community policing.
Commanders Attend APS Power Shutoff Training
Commanders Jacobs and Martin attended the Public Safety Power Shutoff (PSPS) discussion at the new APS training facility. The training focused on APS power shutoffs during emergency situations and how agencies can effectively respond and communicate during such events.
Volunteers in Policing Get Tech-Savvy
Our VIPS team participated in hands-on training with Mobile Data Computers (MDCs) and the Computer Aided Dispatch (CAD) system. This familiarization helps our volunteers better support our officers and operations in the field.
Community Care Event Participation
VIPS and Animal Control Officers joined forces to represent CVMO at the Community Care event held at the Town Gym this past Saturday. It was a great opportunity to engage with residents and provide valuable resources and information.
CVMO Tees Off at Verde Valley Chamber Golf Tournament
The Camp Verde Marshal’s Office proudly represented the Town at the annual Verde Valley Chamber of Commerce Golf Tournament. While no “holes in one” were recorded, the team had a fantastic time connecting with the community.

Public Records Requests
- On March 24, 2025, the Town Clerk Department received a public records request for the video recording from cameras located at Town Hall on the southwest corner facing the building to the south from Thursday March 20th to Friday, March 21st. The will be completed by the Town Clerk Department.
- On March 26, 2025, the Town Clerk Department received a public records request regarding a list of current business licenses.The request will be completed by the Tonw clerk Department.

UTILITIES
WATER DIVISION
The Water Division responded to a leak at 1073 Finnie Flat Road, where staff identified a failure in a tow-inch service line. The team promptly excavated the area and completed the necessary repairs to restore service.
Meanwhile, staff continue with the installation of Metron smart meters, with a total of 459 meters successfully installed to date.
Additionally, the leak reported in the Zellner area mid-last week was determined to be an irrigation-related issue. The shareholders of the Verde Irrigation Ditch are currently working to repair the damaged pipe.
This week, the Water Division also received an emergency blue stake request regarding a reported damaged utility near the intersection of Groseta Drive and Finnie Flat Road. Upon arrival, staff discovered that a local contractor had struck a six-inch gas line. Fortunately, the nearby water main remained undamaged. Unisource Gas Company was on-site to excavate the affected gas main and complete the necessary repairs.
STORMWATER DIVISION
Stormwater Specialist Patty Mancini recently completed three online trainings, covering MS4 Compliance, Erosion Control and its water-restoring effects, and Lab Procedures for E. Coli Testing.
In preparation for the in upcoming Rainwater Harvesting Classes, staff attended multiple check-in events. The first session of this two-part series is scheduled for Thursday, March 27th, from 10:00am to 12:00pm. The Second session will take place on Thursday, April 3rd, from 7:00am to 11:00am, with check-in beginning at 6:30am. Limited spots remain available for the in-person class, and registration can be completed at the provided link. Coffee, breakfast, and lunch will be served to participants.
In anticipation of the class, rain barrels were delivered, and a concrete slab obstructing the swale installation was cut and removed.
Additionally, the Stormwater Division hosted the Friends of the Verde River Citizen Scientists at the lab for two volunteer training events.
WASTEWATER DIVISION
Following the recent ADWR dam inspection, work continues to remove mesquite trees from the evaporation basin dam to maintain compliance and structural integrity.
Weed control efforts were carried out around the buildings to ensure a well-maintained and accessible work environment, Additionally, the disc filter was replaced, and both the disc filter walls and weirs underwent thorough cleaning to maintain operational efficiency.
Main Street Pump #1 has been successfully returned to rotation, while repairs were completed on the feed hose supplying water to the park. Staff also continued installing the Port/aLogic system for the Water Truck Fill Station, improving its functionality and efficiency.
Following the completion of ditch work, the mainline was inspected to ensure proper operation and integrity. In addition, UV reprogramming was performed to optimize level sensing accuracy.
Currently, the park pump remains offline due to a crack in the siphon hose. A replacement hose is expected to arrive on March 27th, allowing for timely repairs and restoration of service.
COMMUNITY DEVELOPMENT
PLANNING & ZONING
Planning and Zoning Commission held a meeting March 13. At this meeting they recommended approval for a 20-lot commercial subdivision as well as 19 lot single family home subdivision.
Planner I Cliff Bryson attended the 3rd meeting of 8 as part of the EAP’s Resilient Southwest Building Code Collaborative, working with other Planning professionals and community stakeholders across the state on sustainable and low-cost solutions for houses.
Planner I Cliff Bryson completed the second month of the Mentorship program through the American Planning Association. The group’s mentor has worked with mentees on housing issues, tips on holding successful community meetings, and providing professional support for all the mentees.
Acting Senior Planner Cory Mulcaire received her leadership certification from EduCode.
BUILDING
Two Certificates of Occupancy for single-family-homes were issued this week.
CODE ENFORCEMENT
Code Enforcement Officer, Jessica Bryson, is currently in attendance at a two-day CELA (Code Enforcement League of Arizona) training.
PUBLIC WORKS
GROUNDS & MAINTENANCE
At the Sports Complex, the team completed the replacement of the Little League fencing on Field 1. The new fencing is notably more durable than the previous setup, with double the number of fence posts. In addition to the fencing work, field equipment maintenance was performed on both the Kubota and the aerator to ensure proper functionality.
A few maintenance issues at the Finance office were addressed, including a water heater emitting a foul egg smell. Parts for the repair have already been ordered. Additionally, the team worked on fixing the door panel on one of the Tahoe’s and replaced the Marquee sign.
The grounds crew tackled a variety of outdoor tasks, including cleaning up a fallen tree in the lower part of the Verde Lakes Park area and addressing a broken hose spigot at the Finance office. There were also issues with a damaged door and lighting at CVMO, both of which were noted for further attention.
Three leaks were discovered on the Town Multiuse Field, which were traced back to the tents set up during the Pecan & Wine event. Parts to repair these leaks have already been ordered.
STREETS
This week, significant progress was made on several road maintenance and repair projects. The Crack seal project at Big Valley was completed, and Crack seal work was also carried out on Verde Lakes Drive and the 260 interchange. Additionally, a sweeper was taken to the Tunlii Reservation to clean the roads. The CVT 370 received a new battery box, and the CVT 311 had its taillights repaired. Road patching efforts were undertaken on Industrial, Cliff Parkway, Hallomon, Main Street across from Town Hall, 1st, and Yaqui Circle. Finally, work was done on General Crook Trail and 7th Street to ensure the roads remain in good condition.
ENGINEERING
This week engineering worked on Community Development Coordination, Dickison Sewer Discussion, Town Water Discussion, Jackpot Ranch RV Review, Shincci AIS Discussion, Sycamore Villas Sewer, Conoco project, the streets yard retention, and presented at the Citizen’s Academy.
CAPITAL IMPROVEMENT PROJECTS
Sports Complex Concession Stand/Restrooms
- State of AZ requested alterations to engineered drawings. Contractor will have revised submitted back to ADOH this week.
- Fabrication of the building has stopped until State of AZ approves plans.
- Current ETA of proposed building is estimated to be the end of July
- Staff needs to submit a quote request to the Town’s JOCs for the building pad prep.
Sports Complex Concession Stand/Restrooms Electrical Service
- Council awarded the contract for this work to Fann Environmental, LLC.
- Staff is working with the contractor to get the project started.
Sports Complex ADA Walkway
- To be completed immediately after concession/restroom building is in place.
- Staff is researching and evaluating pathway lighting for the edges of the walkway.
- Staff is researching and evaluating removable bollards where the walkway meets the parking lot.
Sports Complex Flagpole
- Staff is researching to source suitable poles.
- The flagpole will likely be installed by town staff.
Sports Complex Lift Station
- Council awarded the contract for this work to Earth Resources Corporation.
- The electrical work for this project will be completed by Connolly Electric.
- The fencing work around the proposed lift station will be installed by Red Rock Fence.
- The interior coating of the wet well will be performed by Raven Linings.
- Staff is working to coordinate contractors and get the work started.
Sports Complex Force Main
- Council awarded the contract for this work to Earth Resources Corporation.
- Staff is working with the contractor to get the project started.
Sports Complex Irrigation Line Installation
- The irrigation pumps have been ordered, but not yet received.
- Council approved the purchase of the steel pump building and staff has placed the order with the manufacturer.
- Engineering is working with a local structural engineer to obtain the necessary plans for the pump building foundation and slab.
- Electric service for the pumps will be completed by Connolly Electric.
- The service panel (long-lead item) is scheduled to ship on October 17, 2025.
Sports Complex Trees
- Staff is working to determine placement of the trees.
- Delayed until irrigation improvements are made.
Court Addition
- The contractor has installed the concrete footings and the first course of block for the walls.
- The concrete slab will be installed this week if weather permits.
Wayfinding Signage
- Staff is working with the design consultant to sort through challenges regarding signage in ADOT right-of-way.
- Staff submitted to ADOT for right-of-way permits for each of the locations within the ADOT right-of-way for placement of the proposed signage.
- Once right-of-way challenges are overcome the signage concepts need to be brought to council for final acceptance.
Finnie Flats / MCH Roadway Improvements
Kimley-Horn is working on the project design.
Finnie Flat Watermain Replacement Project
The design consultant is working to complete 90% plans.
Park Verde Watermain Replacement Project
Staff has reviewed 60% plans and provided comments back to the design engineer.
Verde Lakes Drive Sidewalk Improvements (NACOG TIP Funding)
- Staff has received CAD files for the survey work that was performed.
- Design of the improvements shall begin soon.
Verde Lakes Drive Low Water Crossing Improvements
Staff has submitted for the FY24 Rural & Tribal Assistance grant to fund design costs for this project.
Main Street Reconstruction Project
- Staff has received final plans from the design consultant and will be reviewing them for completeness.
- Staff has submitted for the FY26 RAISE grant.
Community Center Park Rain Catchment
- The TAC installed the underground infrastructure between the retaining wall and tank.
- The next phase of work will bring the piping through the existing retaining will up to the ramada.
Heritage Pool Shade Structure
- Staff is working with Community Development for clarification of the code requirement.
- This project is delayed pending direction of the pool renovation project.
Heritage Pool Improvements
- Staff is working with Landmark Aquatic to get the new filtration and chemical automation equipment ordered.
- Staff will be working with Landmark aquatic to obtain rough costs for renovating the existing pool versus constructing a new one at the sports complex.
- Staff will present options with rough costs to Council for direction on April 16TH.
Montezuma Castle Highway Multimodal Improvements Project
The surveyor has completed the field work for the survey.
Street Striping
- Council awarded the contract to Traffic Safety, Inc.
- Staff is working with the contractor to get the project started
Pavement Cut Moratorium Ordinance
The proposed ordinance is in the process of being published for public notice and will be presented to Town Council on April 2nd.
