ECONOMIC DEVELOPMENT

Retail Coach
We are pleased to share that the Town has entered into a contract with The Retail Coach LLC to support our efforts in retail recruitment and commercial development. This partnership will enhance collaboration between the Town, our Economic Development team, and local developers and property owners to attract commercial development (e.g. food service, grocery, and retail stores). Retail Coach will do this by further providing data-driven insights, detailed site profiles, and targeted outreach to national, regional, and local retailers that align with the needs of our community.

Securing The Retail Coach is a strategic step forward in advancing the goals outlined in the Town’s Strategic Plan, specifically under the Focus Area of a Resilient Economy—supporting a diverse economic base that enables long-term growth and adaptability. This initiative also directly supports our departmental workplan objective to prioritize business attraction, ensuring that we continue to build a thriving and well-balanced commercial landscape for the community.

Grand of Montezuma’s Castle Visitor Center and Museum
On Friday, June 6th, Economic Development Specialist Crisi Clark was honored to attend the Grand Reopening of the Montezuma Castle Visitor Center & Museum and experience the exciting new renovations and exhibits firsthand. Superintendent Penny Wagner—who oversees Montezuma Castle, Montezuma Well, and Tuzigoot National Monuments—shared how these efforts were to help visitors connect more deeply with the cultural and historical treasures of the region. The event also celebrated the contributions of artists whose works are now featured in the museum’s exhibits. A special moment of the day included a heartfelt announcement from the father of the late artist Charles Decker, who introduced a scholarship in his son’s name. The ceremony was further enriched by a beautiful performance from the Yavapai-Apache Warriorettes.

This reopening is a wonderful reminder of the rich historic and cultural assets we are fortunate to have in our community. We encourage residents and visitors alike to explore Montezuma Castle National Monument—especially throughout the month of June, which will feature cultural demonstrations every weekend. Montezuma Castle Reopening

PARKS & RECREATIONHeritage Pool              
Our first session of swim lessons ended this week with 80 kids participating. Registration is open for the remaining 2 sessions of swim lessons and can be completed here: https://campverde.sportsites.com/player There will be Caretaker/Tot sessions at 9:00 am, then Beginner, Intermediate, and Advanced levels at 9:30, 10:00, and 10:30 am during each 2-week session. The cost for swimming lessons is $25 in June and will go up to $30 in July. Please note that there are limits on the number of children in each session and time slot so we can ensure adequate staffing and safety of all children involved. If the session or time slot you want to attend is full, please select a different session at registration. If you are interested in private lessons, we do have limited availability for those. You will need to contact the Pool Supervisor or Head Guard at the Pool to schedule these. The pool number is 928-567-0288.

Parks and Recreation Commission
Our next meeting will be on Monday, July 7th at 6:00 pm in Council Chambers at 473 S. Main St.

Items on the agenda for the next meeting will include an update on the Heritage Pool, the Sports Complex, and the National Fitness Campaign.

Adult Co-Ed Softball
Adult Co-Ed softball kicks off on Monday, July 16th. We have 15 registered teams with a 14-game guarantee. Games will be played at the Camp Verde Sports Complex on Monday and Wednesday evenings.

Challenger Soccer
Challenger Soccer camp registration is open now. This camp comes to Camp Verde every summer. This year they will be here June 16-20th at the Sports Complex. Corn Fest
Corn Fest is just over 5 weeks away! It is set for Saturday, July 19, with new hours from 9:00 AM to 4:00 PM. 69th Annual Fort Verde Days

Community and Diamondback Trips
Summer Community trips are also scheduled, with registration opening one month in advance at https://campverde.sportsites.com/player. Upcoming trips include the Phoenix Art Museum on June 27, and Shoofly Ruins & Lunch in Pine on July 11th. Ticket prices include admission and transportation. Trips for the next quarter are scheduled.

Summer Day Camp
Our Summer Day Camp completed its second week. The campers spent this week learning and honoring our First Responders, making breakfast for our Veterans, and more.  The daily cost to attend camp is $22 per day, but anyone who requests a scholarship pays only $13 per day. The camp runs from 8:00 am-4:00 pm Monday-Thursday starting June 2nd. It will run for 8 weeks. Our campers go on field trips, do service projects, have guest speakers, travel to the pool 2 times a week, and much more throughout the summer. Campers do have to bring their lunch, but snacks are provided.

Registration is now open for weeks 3 and 4 of camp, week 5 registration will open on Monday, June 16. Parents need to complete the “Do This First” portion of registration, there is no fee for this part. Once that is complete, parents will receive the receipt email that has the code to register their child for the individual days they will attend camp. We had 667 books checked out from 6/2 to 6/9 and 1,651 people who visited the library from 6/2 to 6/9.

Public Records Requests

  • On June 4, 2025, the Town Clerk Department received a public records request for GIS files from the Town of Camp Verde for the proximity of 600 S 1st Street (500′ radius), with shapefiles for: water, sewer, parcels, any utilities (gas, fiber, electric, etc.). The request will be completed by the Town Clerk Department.
  • On June 6, 2025, the Town Clerk Department received a public records request forthe latest copy of the Special Use Permit under which Jackpot Ranch currently operates and any documentation relating to the initial application. 2) Please provide any and all documentation, emails, or other pertinent communications to and from any parties, both internal and external, relating to Jackpot Ranch and their activities, including but not limited, to any complaints filed. 3) Please provide a copy of Jackpot Ranch’s application and any documentation regarding an expansion of their current RV Park, and any and all pertinent communication, both internal and external, leading up to the application until present time.   The request will be completed by the Town Clerk Department.

Arizona Lawyer Apprentice Program

The Arizona Lawyer Apprentice Program (ALAP) might be the opportunity you’ve been waiting for. Designed to address the shortage of lawyers in rural Arizona and in public law firms, the ALAP offers a first of its kind alternative to the traditional route to practice law in Arizona.

To be certified eligible for an ALAP license, applicants must: 

  • Graduate from an ABA-accredited law school.
  • Achieve a score of 260-269 on the Uniform Bar Exam (UBE) administered after July 1, 2023.
  • Meet all other requirements for admission to practice law in Arizona, including a thorough background check.
  • Secure qualifying employment and commit to practice under the supervision of a qualified Arizona attorney in rural Arizona or in a public law practice, for a minimum of two years.

As an ALAP licensee, you will not only gain invaluable hands-on experience, but you will also play a crucial role in enhancing access to justice in areas where it is needed most. MARSHAL’S OFFICE

The monthly CVMO leadership meeting was conducted. Camp Verde Magistrate Court Administrator Veronica Pineda was a guest speaker and answered questions about the court process as well as provided valuable insight on how the Court and CVMO can work better together.

Marshal Rowley met with the new U.S. Park Service Ranger to discuss working together and providing each other’s Department assistance when needed.

CVMO Command staff attended the Yavapai county crisis meeting regarding mental health services for citizens.

Promotion Announcement

We are pleased to announce the promotion of Marie Carpenter to the position of Telecommunication Supervisor, effective Sunday, June 8, 2025. During the testing process, Marie demonstrated a strong commitment to the mission and values of the Camp Verde Marshal’s Office and the Communications Center. We are confident she will continue to bring professionalism, leadership, and dedication to her new role.

We would also like to sincerely thank Cyntina Harvey for her interest in the position and for her participation in the testing process, her continued contributions and commitment to the center are greatly appreciated.

UTILITIES

WATER DIVISION

The Water Division had reports of two service line leaks this week, one at 573 S Main St and the other at 1380 W Horseshoe Bend Drive. Water Operators Andrew Teague and Robert Eberle with the assistance of water Operator Kris Stephens quickly assessed the two leaks and repaired them.

On Dickison Cir. contractor Terry Ligon’s crew is working on a 12″ bypass completing two pressure tests, two 12″ water main taps and installing a temporary water main on top of the ground so crew can continue with water main realignment.

Sycamore Villas project is ongoing with the water main installment by the contractor, McDonald Bros., and ongoing inspections by Water Division staff.  The new water main will include a new looped system between Holmstead Parkway and Monarch Lane, which will enhance system pressures and water quality.

Water Operators Kris Stephens and Robert Eberle replaced the county courthouse ageing 6″ water meter to a new Metron smart meter.

WASTEWATER DIVISION

Kristen Gressly, Utilities Analyst has been on site to clean up and revise the WWTP Process Summary. This work will continue for several weeks. An impressive amount of filing and organization has already been completed as part of the process. Huge thank you to Kristen!

A leak at the office window was repaired. Oil was changed on Pump #2 at the Main Street Lift Station. The Disk Filter building was swept out, and mosquito control tabs were added to the park pond. Oil was topped off in Blower #3.

As part of the monthly protocol, UV operations were rotated from Train 1 to Train 2. The bulbs were replaced in UV Bank 2 for Trains #2 and #3, and the Multi-Lamp Monitor (MLM) for UV2 was repaired. Monthly samples were collected and submitted for the ADEQ report.

The well pump door was repaired. The Belt Filter Press and Hauler Muncher were greased. Meter lids were sanded and painted, and catwalks throughout the facility were cleaned.

STORMWATER DIVISION

On June 4th, Patty presented at the Town Council meeting alongside Alison Almand from ASU Project Cities. The presentation focused on the final report and outcomes of the project funded through grant support from Arizona State University Project Cities. A copy of the final report is available on the Town’s Utilities website.  Project Cities is an initiative that connect ASU students with municipalities to address real-world challenges through research and community engagement. The final report reflects the students’ recommendations based on their visit to the Town of Camp Verde and their conversations with residents across a wide spectrum of water users ~ including agricultural operations, livestock and equine properties, and others concerned with maintaining Camp Verde’s cultural identity amid population growth.

Additionally, Patty met with Earth Resource Corporation on Friday to initiate the first phase of a five-year culvert maintenance schedule. This phased approach is currently being refined and will be further developed as the team assesses how many culverts can reasonable be cleaned within a five-day period. The objective is to ensure that all culverts in Camp Verde are cleaned at least once every six years. This proactive maintenance strategy supports improved flood mitigation and helps maintain compliance with ADEQ MS4 requirements.

In other positive news, rainwater from the second rainwater harvesting tank was used to irrigate the garden for the first time. This marks a significant milestone, as recent storms provided enough runoff to fill the tank to a useable level ~ demonstrating the tangible benefits of sustainable water practices.

Patty also began her certification process for water quality testing for the Verde River. Together, Cynthia Butler from the Friends of the Verde River and Patty spent a full morning collecting samples from two designated locations for laboratory analysis. This testing effort is made possible through lab equipment on loan from ADEQ and the ongoing support of the Friends of the Verde River Water Watchers program. The Friends of the Verde River are continually seeking volunteers to support their work in the Camp Verde area. Those interested in participating are encouraged to contact Stormwater Specialist Patty Mancini for more information. It’s a great way to contribute to the care of our beautiful Verde River.

MAINTENANCE & GROUNDS

Parks & Grounds
Teams completed a seasonal refresh by removing old fall material from the playground and swing set areas. They painted the metal playground base, installed new weed cloth, and updated fall material to improve safety and aesthetics. At Butler Park, pea gravel was removed and relocated to the lower Verde Lakes Ponds area to enhance the pathway and parking surfaces.

Library
Routine maintenance continued with the replacement of all HVAC air filters. Monthly safety checks were performed, including inspections of AED units, fire extinguishers, and elevator testing to ensure operational standards are met.

Facilities staff conducted regular maintenance by replacing HVAC air filters and completing AED and fire extinguisher inspections, aligning with monthly compliance requirements.

Building Maintenance
Building support remained consistent with the issuance of new keys for incoming staff at the 100 building, the library, and the pool. Technicians continued campus-wide extinguisher checks and installed new HVAC filters to support air quality and system efficiency.

STREETS

Street Maintenance and Drainage
The Streets Crew began trenching for the new drainage system that will connect the Street Yard to the nearby retention pond, aiming to improve runoff management and reduce flooding risks during heavy rain events. In response to flash flooding earlier in the week, the crew also cleared culverts at the Verde Lakes crossing to ensure water could flow freely and reduce potential road hazards.

Roadway Clean-Up and Safety
Crews conducted debris removal operations throughout the Verde Lakes area, including Clinton, Aspen, and Bullpen Crossing. These efforts supported safe travel and improved visibility following storm impacts.

Code Enforcement Support
Following a code enforcement complaint on Rustlers Trail, tree trimming was completed along the right-of-way to maintain compliance and enhance clearance for vehicles and pedestrians.

Equipment and Signage
Crews also worked on fabricating and installing a sign stand holder specifically designed for the new mower, supporting future roadside maintenance operations with improved signage capability.

ENGINEERING

Streets and Drainage
A site inspection was conducted at the Streets Yard retention area to assess its condition and ensure it meets drainage performance expectations. Adjustments and evaluations were made as part of ongoing stormwater management efforts aimed at improving site runoff and containment capabilities.

Community Development
Work continued on several active developments, including a response related to the High View Subdivision and coordination efforts with stakeholders at the Bradshaw Development Agreement and Jackpot Ranch. These efforts focused on aligning infrastructure planning with growth demands and ensuring project requirements are met on time.

Utilities and Lift Station Operations
Crews completed inspections and planning at the lift station and force main sites, coordinating closely with ERC and relevant stakeholders regarding the procurement of essential parts. These activities are crucial for maintaining system reliability and supporting wastewater operations.

Reclaimed Water Systems
Minor inlet revisions were implemented on the reclaimed waterline to optimize flow and enhance system efficiency. These adjustments contribute to the long-term sustainability of the reclaimed water infrastructure.

Stormwater Compliance and Site Review
Stormwater personnel conducted a review of the MS4 and SWMP standards to ensure continued compliance with federal and state regulations. A site visit was also performed at 3217 Dinkey Creek to identify and mitigate runoff issues, reinforcing the commitment to responsible stormwater practices and environmental stewardship.

CAPITAL IMPROVEMENT PROJECTS

Sports Complex Concession Stand/Restrooms

  1. On-site testing for the geotechnical report has been completed.  The completed geotechnical report should be available the week of June 9th.
  2. Once the geotechnical report is received Staff will review and obtain plans for any required foundation, which will be turned over to ADOH for review and approval.

  1. The contractor is working to clean out the existing conduits and begin installing wire.

  1. This work will be completed immediately after the concession/restroom building is in place.
  2. Staff is researching and evaluating removable bollards where the walkway meets the parking lot.

  1. Will be completed in conjunction with the ADA walkway.
  2. Will be installed per original approved Phase 1 plans and include a concrete slab, curb & gutter, and concrete sidewalk connecting to the ADA walkway.

  2. The contractor is currently working to complete the force main installation.

  3. Staff is waiting for the completion of the irrigation improvements plan set to begin bidding and construction of those improvements.

  2. Delayed until irrigation improvements are made.

  1. The design consultant is working to complete 90% plans.

Park Verde Watermain Replacement Project

  1. Staff has received 90% plans and will be working to review and provide comments.

Verde Lakes Drive Sidewalk Improvements (NACOG TIP Funding)

  1. The design and plan preparation are being performed by Town staff.
  2. The project design is currently in process.

Verde Lakes Drive Low Water Crossing Improvements

  1. This project is currently in hold status due to technical issues with the grant funding.

Main Street Reconstruction Project

  1. Staff has reviewed and submitted final plan comments for the design consultant to complete.
  2. Staff submitted for Round 2 of the FY24 BUILD grant.  Round 2 selections are expected to be announced by June 28, 2025.

Community Center Park Rain Catchment

  1. The TAC is planning the next phase of the project to install a pump and piping system to irrigate future trees along the east fence line.

  1. Staff is working with Joshua Tree Landscaping to design the new irrigation system.

Heritage Pool Equipment Improvements

  1. The new filtration and chemical automation equipment installation is complete.

Heritage Pool Renovation

  1. Staff received direction from Council to solicit public opinion regarding continuing with renovating the existing Heritage Pool or constructing a new pool at the sports complex.
  2. Staff will host discussions with the Camp Verde School District regarding a long-term lease agreement or purchase of the property where the Heritage Pool sits.

Heritage Pool Shade Structure

  1. This project is delayed pending direction of the pool renovation project.

Montezuma Castle Highway Multimodal Improvements Project

  1. The surveyor is working to complete the mapping portion of the survey work.

Street Striping

  1. The contractor will begin striping on June 16th and is expected to be complete by June 27th.

Engineering Design Standards

  1. Staff is working to address comments received from the most recent council meeting.

Dickison Circle Watermain Relocation

Dickison
  1. The contractor is working to install the temporary bypass piping.

Dickison Circle Drainage Improvements

  1. The project is out to our local JOC contractors for bid.
  2. The culvert materials have been ordered, but have a 10-week lead time.

Streets Department Retention Pond

  1. Excavation of the pond is complete.
  2. Staff is working to excavate the ditches into the pond, install the CMP culverts, and install the outlet structure.

FY26 Pavement Preservation Project

  1. Staff is working to gather quantities and work with the contractor to obtain cost proposals.
  2. Work is currently scheduled to occur during the first week of September.

Black Bridge Maintenance

  1. Staff received results of ADOT’s 2024 inspection.
  2. Staff is working to address the recommendations outlined in the report.

Town of Camp Verde JOC Contractor Contract

  1. The current JOC contract expires on December 20, 2025.
  2. Staff will begin the solicitation process for new JOC applicants in September. 

UPCOMING MEETINGS

Wednesday, June 18, 2025 @ 5pm: Special Town Council Meeting

  • Executive Session: Discussion or consultation with the Town Attorney for legal advice and possible instruction regarding the contract with the Camp Verde Arena Association, the Town-owned property located at 546 South First Street, and the annexation and development agreement between the Town and Steven and Julie Coury dated February 26, 2005. 

Wednesday, June 18, 2025 @ 6pm: Regular Town Council Meeting

  • Review and possible approval of the legal services agreement with Pierce Coleman as Town Attorney.
  • Approval of a contract with Water Works Engineers for the wastewater plant dryer project ($85,049).
  • Ratification and possible approval of a revised purchase order to Rottweiler Controls for a SCADA system upgrade at the wastewater treatment plant ($120,000).
  • Review of the Outstanding Citizen program and nomination process.
  • FY25 $50,000 Community Outreach Fund request review.
