PARKS & RECREATION

Heritage Pool              
We would like to extend our gratitude to the community for your patience as we worked through the recent issues at the pool.  We understand the frustration that arises because of unforeseen circumstances. 

The brand-new pump that was installed at the beginning of the season started shutting down unexpectedly, making the chemical levels unstable and not safe for swimmers.  Troubleshooting the issue was a multi-step process, starting with APS coming out on Monday morning to evaluate the electrical supply coming into the facility from their end.  While we waited for those results, we had a technician from the pump supplier scheduled to come up to service the new pump that is still under warranty, in the event that everything with the electrical system was not causing the problems.  Once we received the green light from APS, the pump technician came out on Tuesday morning to work diligently with our maintenance team to recalibrate the pump, which was successful.  It was then discovered that the new chlorinator had a faulty pump which was compounding the issues.  Once the chlorinator pump was replaced and installed Tuesday afternoon, we were given the green light to reopen.

To make up for the cancelled swim lessons on Tuesday July 8th, Friday July 11, and Tuesday July 15th, we will be offering make-up lessons on Tuesday, Wednesday, and Thursday, July 22-24th.

Details for the Dive In Movie Night have been finalized and being held on Friday, July 25th at the pool. The movie is Moana 2 and will start at 7:45. Cost for entry will be $5 per person. Parks & Recreation Master Plan
We will be hosting our Master Plan kick-off meeting on Tuesday, July 29th, from 4:00-7:00pm at the Camp Verde Community Library.  This meeting is open to the public, and we encourage all community members to attend.  Feel free to stop by anytime between 4:00 and 7:00pm.

Community and Diamondback Trips
Summer Community trips have been scheduled, with registration opening one month in advance at https://campverde.sportsites.com/player. Upcoming trips include Lunch at Black Angus & Cerreta Candy VIP Tour on July 25th, and our last Diamondbacks game for this season is Giveaway Day and is on August 9th against the Colorado Rockies. Ticket prices include admission and transportation.

Current Programs

  • Grasshopper Basketball planning is underway, so stay tuned for more information.
  • We have 15 registered teams for Adult Co-Ed Softball. Games are being played at the Camp Verde Sports Complex on Monday and Wednesday evenings and will continue until the beginning of September.
  • The men’s Basketball League is still running on Monday nights and will continue for a couple more weeks.
  • Join Lana for Pilates on Mondays at 5:30pm, and Yin Yoga on Tuesdays at 4:00pm, both in Room 204.
  • Pickleball continues to play in the Community Center Gym 4 times per week. This is free and open to the public. They play on Sunday, Wednesday, and Friday mornings from 9:00-12:00 and on Tuesday evenings from 5:00-8:00 pm.

Summer Day Camp
Our Summer Day Camp completed its seventh week. The theme for this week was Animal Planet, with a visit from Mary, The Quail Lady, who shared about her rescue efforts to save injured quail and even brought a couple of her rescues with her for the kids to hold and interact with. The campers were also treated with a visit from Horses with Heart, where they got to groom and pet the horses.  They also took a trip to Heritage Pool, made ice cream sundaes, and the older kids traveled to the library. The theme for next week’s final week will be Star Wars, with the end of season field trip to Heritage Park Zoo in Prescott on Wednesday.  It’s been a great season and we are sad it’s coming to an end!

Registration is open for the final week of camp. Parents need to complete the “Do This First” portion of registration, there is no fee for this part. Once that is complete, parents will receive the receipt email that has the code to register their child for the individual days they will attend camp. The Little Britches/Little Petticoats contest will be held on Sunday, October 12 @ 11:00 am on our Main Stage, which is a new location this year.  You won’t want to miss this!  Registration will be opening soon, so stay tuned.

COMMUNITY DEVELOPMENT DEPARTMENTPLANNING & ZONING DIVISION

Utility Contractor Proposes a Move to Camp Verde
On July 16, 2025, the Technical Review Committee (TRCM) met to evaluate development plans for Southwest Cable Services (SCS); a small utility contractor planning to relocate its primary base of operations to Camp Verde.

The proposed development includes the construction of a new office building and equipment shop to support their operations. During the meeting, representatives from various Town of Camp Verde departments provided feedback on the preliminary plans. This included input on site access, utility connections, drainage, zoning compliance, and building code requirements.

SCS representatives will incorporate the recommendations into their plans as the project moves through the Town’s permitting process. The Town looks forward to working with SCS as they establish their operations in Camp Verde.

This week, Code Enforcement opened two new cases, and three existing cases were presented at civil hearings.


LIBRARY

How many books were checked out? How many people visited?
By the numbers we had, 634 items checked out with 593 items that were checked in, and 1,604 came to the library in the week from Tuesday July 8th, 2025 – Monday July 14th, 2025!! 

You may notice our attendance stats are roughly half of what they were last week. That’s not because fewer people visited the library, but because of the way our door counter keeps statistics. While it counts people who enter and leave, we are now reporting only the people who enter.

Library Updates
As mentioned by the Town of Camp Verde in a recent Facebook post, the library will keep its current hours for the moment. However, we are exploring adjusted hours based on usage, foot traffic, and staffing. Stay tuned for more news! 

The library is currently exploring the possibility of circulating video games for checkout to our patrons for a variety of systems. While this will take time to implement, we are excited about the possibility of bringing a new material type into the library!

The library was recently awarded a $1,000 grant from APS to purchase two new telescopes. These will be purchased and put into circulation for patrons to check out and take home to enjoy our beautiful Dark Sky community. Thank you to the Economic Development Department at the Town of Camp Verde for making this grant happen. More details to come!

Tourism Working and Engagement Group
On Tuesday, July 15th, the Tourism Working and Engagement Group (TWEG) met and created draft itineraries for visitors to Camp Verde. This includes how to spend the day in Camp Verde complete with places to eat and sites to see. These itineraries are being created in alignment with the Tourism Marketing Plan. It was a great reminder of all the fun things to do along with the hidden gems that Camp Verde has to offer!  As we move forward with our Tourism Marketing Plan, we will finalize the itineraries and make them available on our website at www.visitcampverde.com .

Greater Verde Valley Chamber of Commerce Lunch and Learn at the BRIC
On Monday the Greater Verde Valley Chamber of Commerce held a Lunch and Learn at the Business Resource and Innovation Center (BRIC) located at 385 Main Street in downtown Camp Verde. Attendees included local businesses interested in hearing more about workforce funding through Yavapai College. Vincent Redgrave, the Executive Director for Industry & Innovation at Yavapai College’s Regional Economic Development Center (REDC) spoke about job training funding opportunities through the Workforce Innovation and Opportunity Act (WIOA). These funds were previously available through NACOG but are now accessible through Yavapai College. Anyone interested in learning more about these funding opportunities for items such as on the job training programs, service locations, and more can visit [email protected] . Historic Jail and Visitor Center Open for Corn Fest
The Camp Verde Visitor’s Center, we are happy to announce extended hours this Saturday for Corn Fest! The Visitor Center, located at 435 S Main St., will be open from 8:30am – 4:00pm.  Be sure to stop by to say “Hello” to Lynette and Gerry. They are excited to share all the great things to do in Camp Verde as well as the history of our town.  Additionally, we’re excited to have the Historical Jail open on Saturday. This is located right in the middle of the Cornfest on Hollamon St. Kristina will be your host from 9:00am – 12:00pm. She is excited to share the history while you check out the jail cells, antique handcuffs, and other historical items inside the jail.

Public Records Requests
On July 9, 2025, the Town Clerk Department received a public records request for a list of all the funds spent from what was allocated for the Camp Verde Arena Association (CVAA) from 2018 to now.

On July 10, 2025, the Town Clerk Department received a public records request for the Town’s camera footage at the Camp Verde Library of a hit and run in the parking lot, involving two vehicles.

On July 11, 2025, the Town Clerk Department received a public records request for the Statement letter from Town Manager to the Camp Verde Arena Association (CVAA).

On July 14, 2025, the Town Clerk Department received a public records request for all communications to Camp Verde Arena Association (CVAA) for the Financial Records the Town had not received before sending the most recent letter to the Camp Verde Arena Association (CVAA).

On July 14, 2025, the Town Clerk Department received a public records request for emails sent to Mayor Marie Moore’s town email address from July 11th 2025 – July 14th 2025, regarding an email that is rumored to contain an alleged threat towards her or her business.

On July 15, 2025 the Town Clerk Department received a public records request for the required posting of an application for liquor license that the Arizona Department of Liquor License and Control sent over to the Town of Camp Verde that required the Town to post the application sometime in late May or early June of 2023 for liquor license on the front of the establishment as required by A.R.S. 4-201 B. for the business Low Places Bar and Grill LLC.

On July 15, 2025, the Town Clerk Department received a public records request for a copy of the REVIZE and GOVSTACK website quotes for the recent website design, implementation and hosting that was recently evaluated and agreed upon by the Town’s website committee.

New News in the Clerk’s Office
The Town Clerk’s Office is pleased to announce we have entered into an agreement with GovWell Technologies Incorporation to provide online services for Business License applications through the Town of Camp Verde’s website.

This new service will offer a convenient and user-friendly platform for residents and stakeholders to apply for applications online. The applications will be processed through the Clerk’s office using the platform. Online payments for new applications and renewals can be submitted through GovWell.

You can access GovWell by going to our website https://www.campverde.az.gov/ click on business, then business licenses, then License application. The link will automatically redirect you to the GovWell portal. You will need to create your account before submitting the application.


MARSHAL’S OFFICE

  • Administrative staff attended Tyler Payables Approval training hosted by the Finance Department to enhance understanding of financial systems and processes.
  • Command Staff participated in the Town’s Safety Committee meeting, working collaboratively to promote safety throughout the organization.
  • Members of the team joined the Spark Innovation Tour at the Camp Verde Community Library, exploring new ways to leverage technology and community resources.
  • A Quarterly Command Staff update meeting was held with Town Manager Miranda Fisher to review departmental goals and initiatives.
  • CVMO leadership engaged with residents at the Senior Citizens meeting at the Camp Verde Senior Center.
  • Marshal Rowley and Town Manager Fisher met with Verde Views Apartments for their monthly check-in, continuing efforts to maintain strong community partnerships.
  • Coffee with a Cop was hosted at the VFW, offering residents an informal opportunity to connect with local law enforcement.
  • CVMO Leadership attended an Emotional Intelligence training held at CVMO, emphasizing personal development and leadership growth.
  • Command Staff collaborated with Human Resources to develop trainee job descriptions for both Patrol and Dispatch positions, supporting future recruitment and training efforts.
  • Next Coffee with a Cop: Wednesday, August 13th 8am @ Beto’s Corner (10 E. Cliff House Drive, Camp Verde).

UTILITIES

WATER DIVISION

The Water Division responded to five water service line leaks and a 12-inch water main leak this week, keeping the water operators extremely busy. All leaks have been stopped, and crews are completing final repairs, cleaning up the affected areas, and patching roads as needed.

A 12-inch main leak occurred Thursday 07/10/25 on Genesis Drive and impacted the primary water line that supplies all customers in town. Water operators promptly transitioned the community’s water usage by shutting down the Mongini wells and running the system on the Town 6th Street and Rainbow Drive storage tanks to maintain service while the main was excavated and repaired. Following the repair, the town’s water supply was returned to the regular system with minimal pressure fluctuations or service interruptions.

Management would like to extend sincere appreciation to the UPS driver that reported the leak timely, and the Water Operators for their dedication and hard work, both in their daily responsibilities and during challenging situations such as these.

WASTEWATER DIVISION

Marshall Davis (Plant/Collections Supervisor), Russ Cron (Maintenance/Operator), Justin Ganis (Plant Operator), Alexander Cabrera (Collections Operator), Bryce Menge (Operator II), Daniel Jewell (Plant Operator), and Mike Backus (Plant Operator) completed the cleaning of the 22 foot deep selector tank at the Hauler Station. This major task, involving the removal of approximately 10,500 to 12,600 gallons of grit over 5 to 6 Vac Truck loads, which began at 4:30am to avoid the heat. In recognition of the team’s efforts, Chet Teague (Wastewater Division Manager), provided pizza to celebrate a job well done. Chet (Wastewater Division Manager) also attended the third Department Directors Training Meeting at the Marshal’s office.

Daniel Jewell (Plant Operator) and Mike Backus (Plant Operator) performed week control and cleanup at the Lift Station #2. Alexander Cabrera (Collections Operator) cleaned the DO Probe, chlorinator, and replaced the chlorinator supply water filter and flush line.

Justin Ganis (Plant Operator) and Daniel Jewell (Plant Operator) repaired three clarifier skimmers and cleaned the selector tank diffusers, tapping the thread ends in preparation for the next cleanout. Justin Gains (Plant Operator) and Bryce Menge (Operator II) also opened the Sports Complex gate on both Saturday and Sunday mornings.

Russ Cron (Maintenance/Operator) and Alexander Cabrera (Collections Operator) completed the gas line repair on 3rd Street. Russ Cron (Maintenance/Operator) and Bryce Menge (Operator II) carried out weeding responsibilities at the plant. Mike Backus (Planet Operator) serviced the plant compressors by changing oil and air filters.

Pump #2 at Lift Station #2 failed, and Russ Cron (Maintenance/Operator) ordered a replacement.

STORMWATER DIVISION

Patty Mancini (Stormwater Specialist) was glad to support her colleagues in the Utilities Division by assisting with workload coverage in the Water Division. She entered payments into the system, reconciled deposits, and prepared the Public Works Department’s bi-weekly accounts payables and monthly P-card statements. Patty (Stormwater Specialist) is also continuing to process purchase order payables and enter water and wastewater payments into the system. 


PUBLIC WORKS

ADMINISTRATION

Public Works staff participated in the DOT-TCP meeting covering recent technical assistance initiatives. Under capacity building for revenue generation, the team reviewed the POLCO proposal for a interactive budgeting tool.

Public work staff held an internal work session focusing on retention and detention systems, including MS4 requirements and stormwater management best practices helping to align regulatory understanding with project design and maintenance expectations.

Public work staff completed its bi-annual Community Development/Public Works meeting. These meetings provide an opportunity to check in across departments, share critical updates, and address any communication gaps impacting operational performance.

MAINTENANCE & GROUNDS

Meetings / Trainings
Maintenance Supervisor Jeff Kobel attended the Camp Verde Unified School District Board Meeting for our pool presentation.

Maintenance Supervisor Jeff Kobel, and Maintenance/Grounds personnel Triston Laubinger, Jarred Graves, and Juan Ochoa completed National Utilities Contractors Association (NUCA) Confined Space Training.

Maintenance/Grounds personnel Triston Laubinger, Juan Ochoa, Herbert Phelps, Tristian Stanfield, and Kaleb Beda attended SMFA (Sports Field Management Association) all-day training in Phoenix on athletic infield care and seeding. The SMFA training The training covered key areas of sports turf and baseball field maintenance, emphasizing efficiency and sustainability. In irrigation, participants learned water conservation techniques such as using moisture meters and smart systems, optimizing sprinkler efficiency, and proper scheduling to minimize evaporation. Baseball field care focused on maintaining infield moisture, mound and plate durability, and effective edging for aesthetics. Overseeding strategies included selecting appropriate ryegrass for Arizona’s climate, timing the process to minimize disruption, and managing seasonal transitions. Finally, sports turf maintenance highlighted the importance of aeration, topdressing, turf health monitoring through soil testing, and managing traffic to reduce wear in high-use areas.

STREETS

Road Maintenance and Patching
Crews continued patching shoulders across multiple priority routes. Notable work included patching on Salt Mine Road, with special attention to the section known as Windy Point, as well as targeted patching at 1250 Rio Verde and along General Crook Trail. These efforts aim to enhance safety and driving conditions ahead of the monsoon season.

Right-of-Way (ROW) Vegetation Control
A total of 42,000 feet of town-maintained ROW received herbicide treatment this week to manage overgrowth and maintain visibility. In addition, ROW mowing operations were conducted in the Verde Lakes area and along Old Highway 279 to keep travel corridors clear.

The walking trail from Cherry Road to Moonrise Drive was mowed to ensure pedestrian accessibility and maintain safety for community trail users.

ENGINEERING

Montezuma Castle Highway 
Preparations continued this week on the Montezuma Castle Highway sidewalk project, with focused efforts on completing CAD work to support upcoming construction phases. 

Community Development
Bradshaw’s review continues to move forward, and discussions with Robb Witt regarding Holevar Road have been productive. A site visit to Jackpot Ranch has been completed, while reviews for Highview Subdivision II have reached approval. Additionally, the Thunderbird RV project is under review, and the Ministorage on Goswick has completed its final approval stage.

Sludge Drying Bed 
Soil testing for the Sludge Lagoon is in progress, and the required narrative has been sent to the consultant for further analysis and planning.

Marshal’s Office
Coordination for the Blue stake-Survey project is underway to ensure accurate mapping and preparation for upcoming developments.

CAPITAL IMPROVEMENT PROJECTS

Sports Complex Projects 

Concession Stand/Restrooms 
Staff has received the completed geotechnical report and is currently working with SEC Land Management to develop the foundation design for the building.  

Electrical Service 
The contractor is installing conduit between the service panel and the first junction box.

ADA Walkway
This work is scheduled to begin immediately after the concession stand and restroom building is in place. Staff is actively researching and evaluating the use of removable bollards where the walkway will connect with the parking lot.

ADA Parking
This component will be completed in conjunction with the ADA walkway.

Walkway & Parking Lot Lighting
Staff is working closely with Community Development to overcome current permitting challenges. The contractor is tentatively scheduled to begin light installation in the first part of August of 2025.

Flagpole
The flagpole is being donated by APS. Staff is in the process of identifying a suitable pole and plans for the installation to be carried out by town staff.

Lift Station
Excavation for the wet well is nearly complete.  The contractor expects to install the concrete base this week.

Force Main
The force main installation is nearly complete.  The contractor is waiting for parts to arrive to complete the tie-in to the existing headworks.

Irrigation Line Installation
The contractor is working to complete the project.

Tree Planting
Staff is currently determining the best placement for trees. However, this component is delayed until after the irrigation improvements are made.

50-Amp Outlets
Quotes are being gathered for the installation of wiring in the existing conduits.

Signage and Roadway Projects 

Wayfinding Signage
The wayfinding signage project is temporarily delayed due to funding complications.

Finnie Flats/MCH Roadway Improvements
Kimley-Horn is advancing the project design, and staff anticipates receiving 60 percent plans in August. Staff is waiting to hear if the project was selected for the Round 2 FY24 BUILD Grant.

Finnie Flat Watermain Replacement
The design consultant is working toward the completion of 90 percent plans.

Park Verde Watermain Replacement
Staff has received the 90 percent plans and is reviewing them to provide feedback.

Sidewalk and Crossing Improvements 

Verde Lakes Drive Sidewalk (NACOG TIP Funding)
Town staff is handling the design and plan preparation in-house. The design process is currently underway.

Verde Lakes Drive Low Water Crossing
This project is on hold due to unresolved technical issues related to grant funding.

Montezuma Castle Highway Multimodal Improvements
Town staff is handling the design and plan preparation in-house. The design process is currently underway.

Other Infrastructure Projects 

Court Addition
The interior improvements are nearly complete.  Staff performed a walkthrough with the contractor to identify a final punch list of items that need completed.  The contractor should have everything completed within the next couple of weeks.

Main Street Reconstruction
Staff has submitted final comments on the plans for the design consultant to finalize the design. Staff is waiting to hear if the project was selected for the Round 2 FY24 BUILD Grant.

Street Striping
The contractor is complete with the street striping. 

Engineering Design Standards
Staff is addressing comments that were received during the most recent council meeting.

Water, Drainage, and Retention Projects  

Dickison Circle Watermain Relocation
The new water main is complete and active.  The contractor is waiting for the final air release valve to arrive, which will complete the project.

Dickison Circle Drainage
Council awarded the project to Mulcaire & Son Contracting.  Staff is working with the contractor to get the project started.

Parks and Facilities Projects 

Community Center Park Rain Catchment
The Technical Advisory Committee is planning the next phase of the rain catchment system, which includes installing a pump and piping to irrigate future trees along the east fence line.

Community Park Irrigation
Staff is working with Joshua Tree Landscaping to design a new irrigation system for the park.

Heritage Pool Renovation
Following direction from the Town Council, staff will begin gathering public input regarding whether to renovate the existing Heritage Pool or construct a new pool at the Sports Complex. Staff will also initiate discussions with the Camp Verde School District regarding a long-term lease or purchase of the land on which the Heritage Pool sits.

Heritage Pool Shade Structure
This project is delayed pending a decision on the future of the Heritage Pool.

Future and Ongoing Planning

FY26 Pavement Preservation
A list of material quantities has been submitted to the contractor for a formal bid. Work is expected to begin in the first week of September of 2025.

Black Bridge Maintenance
Staff has reviewed the 2024 inspection report provided by ADOT and is working to address the recommendations outlined in the document.

JOC Contractor Contract
The current JOC contract will expire on December 20, 2025. Staff plans to begin soliciting applications for new JOC contractors in September.

Right-of-Way Permits
Staff received five new requests for encroachment permits this week.  Staff continues to process right-of-way permit applications as they are received.


UPCOMING MEETINGS

Wednesday, July 23, 2025 @ 5pm: Town Council Special Meeting
Town Council will hold a Special Meeting with Executive Sessions to consult with Special Water Counsel Steve Wene of Moyes, Sellers & Hendricks. Topics include:

  • The firm’s contract for water law services
  • Legal advice and negotiations related to the Town’s water portfolio, adequate water supply designation, and potential settlement agreements with the Yavapai-Apache Nation.

Thursday, July 24, 2025 @ 6pm: Planning & Zoning Commission Regular Meeting

  • Public Hearing: Discussion, consideration, and possible recommendation of approval to the Mayor and Common Council of the Town of Camp Verde, Yavapai County, Arizona, for a Use Permit #2024-0484M to operate a Mining operation for the extracting of existing earth material for sale, with conditions, generally located North to Northeast of State Route 260 on North Aultman Parkway and West to Southwest of Old State Old Highway 279 Assessor’s Parcel Numbers (APNs) 403-15-001L, 403-14-004E and 403-14-004C.
  • Presentation of General Plan Draft Elements: Circulation and Transportation
