Camp Verde Town Council Approves RV Park Use Permit
CAMP VERDE — The Town Council of Camp Verde has granted a resolution for a use permit that will allow the operation of a recreational vehicle park at Arena Del Loma, located at 1738 Arena Del Loma Road, with specific conditions attached.
During a special meeting held on Wednesday, April 9, the council voted unanimously in favor of the motion, which included 16 conditions for the operation of the park.
Conditions for the Use Permit
The stipulations for the use permit encompass several requirements, such as:
- A limit of eight RV spaces
- Restrictions on noise and lighting
- Specifications for septic design
- Installation of fencing to screen the RV spaces
- Management of storm-water runoff
- Biannual reviews by the town
- An on-site caretaker at all times
Background of Arena Del Loma
In August 2022, the Community Development Department received a request to change the zoning from R1 to PAD to facilitate RV usage at the site. Arena Del Loma has been recognized as an equestrian facility since the early 1960s and was designated as Residential: Single Family Residents (R1) on the Yavapai County map prior to the town’s incorporation in 1986. After incorporation, the area retained this zoning designation, rendering the arena a Legal Non-Conforming facility.
Currently, Arena Del Loma features eight RV parking spaces equipped with water and electricity hookups. Owner Tanner Bryson accommodates guests who wish to stay overnight with their high-value horses during training, allowing them up to 10 days of stay under a temporary use permit.
After withdrawing the PAD application, Bryson applied for a Temporary Use Permit (TUP) that would permit two caretakers to reside in RVs on the property. Town Manager and Interim Community Development Director Miranda Fisher approved a six-month renewal of the TUP, contingent on the applicant pursuing a permanent solution for the RV Park Use Permit.
Bryson’s application for the use permit is based on the existing eight hookups at the site, and the zoning district (R1-70) permits RV parks with a Use Permit. The proposed site reportedly meets or surpasses all relevant zoning standards as outlined in Section 306 of the Zoning Ordinance, according to the staff report.
The resolution received a unanimous vote of 7-0 in favor.
